A BILL FOR AN ACT

 

 

relating to hotels.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that the coronavirus disease 2019 (COVID-19) pandemic continues to threaten the health and safety of the public, especially those healthcare workers and first responders who are at a higher risk of exposure to COVID-19.  The legislature also finds that from April 6, 2020, to May 31, 2020, the Hawaii tourism authority, Hawaii Visitors and Convention Bureau, and Hawaii Lodging and Tourism Association worked collaboratively to implement a hotels for heroes program.  This program provided complimentary hotel rooms to certain healthcare workers and first responders who wished to avoid exposing their respective households and families to COVID-19.  Following a request for the Hawaii emergency management agency to provide safe housing for healthcare workers and first responders, the agency, in collaboration with the Hawaii tourism authority and the Hawaii Visitors and Convention Bureau, developed a hotels for heroes 2.0 program, which lasted from August 24, 2020, to December 31, 2020.

     Accordingly, the purpose of this Act is to require the Hawaii emergency management agency and Hawaii tourism authority to implement a program to provide complimentary hotels rooms to certain healthcare workers and first responders who are at a higher risk of exposure to COVID-19 and who want to limit the possibility of exposing their respective households and families to COVID-19.

     SECTION 2.  The Hawaii emergency management agency and Hawaii tourism authority shall implement a program to provide complimentary hotel rooms to certain healthcare workers, including but not limited to registered nurses and certified nursing assistants, and first responders who are at a higher risk of exposure to COVID-19 and want to limit the possibility of exposing their respective households and families to COVID‑19; provided that the program shall terminate on January 1, 2022.

     SECTION 3.  This Act shall take effect upon its approval.
