A BILL FOR AN ACT

 

 

RELATING TO SUICIDE PREVENTION.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  (a)  There is established a prevent suicide Hawaii working group within the office of wellness and resilience for administrative purposes only.  The prevent suicide Hawaii working group shall examine, evaluate, and determine methods to improve education, awareness, support services, and outreach to best prevent suicides in the State, particularly among Native Hawaiians, Pacific Islanders, farmers, youth, LGBTQIA+, veterans, and other populations identified by the federal Centers for Disease Control and Prevention as a high-risk population for suicide.  The prevent suicide Hawaii working group shall also implement the recommendations in the interim report issued by the prevent suicide Hawaii task force pursuant to H.C.R. No. 66, S.D. 1 (2016).

     (b)  The prevent suicide Hawaii working group shall consist of at least the following members:

     (1)  Executive director of the office of wellness and resilience, who shall serve as the chair of the working group;

     (2)  One member to be appointed by the Substance Abuse and Mental Health Services Administration of the United States Department of Health and Human Services;

     (3)  One representative from the department of health's behavioral health services administration, to be appointed by the director of health;

     (4)  The suicide prevention coordinator from the department of health's emergency medical services and injury prevention system branch;

     (5)  One member from the department of education, to be appointed by the superintendent of education;

     (6)  One member from the department of human services, to be appointed by the director of human services;

     (7)  One member from the department of public safety, or its successor agency, to be appointed by the director of public safety or the director of the successor agency;

     (8)  One member to be appointed by the dean of the university of Hawaii John A. Burns school of medicine, from its department of psychiatry;

     (9)  One member from the judiciary, to be appointed by the chief justice of the supreme court of the State of Hawaii;

    (10)  One at-large member from each county, to be appointed by the governor;

    (11)  One member to be appointed by the president of the senate;

    (12)  One member to be appointed by the speaker of the house of representatives;

    (13)  Two members from a youth leadership suicide prevention organization, to be appointed by the president of the senate and the speaker of the house of representatives respectively; and

    (14)  One member from a Native Hawaiian health and well-being organization, to be appointed by the governor.

     (c)  In addition to the members listed in subsection (b), the chair of the prevent suicide Hawaii working group shall invite the following individuals to participate:

     (1)  The suicide prevention program manager for the United States Army Reserve in Hawaii;

     (2)  One member from each branch of the United States Armed Forces;

     (3)  Two members from suicide prevention organizations; and

     (4)  One member from a mental health advocacy organization.

     (d)  The prevent suicide Hawaii working group shall report its findings and recommendations, including any proposed legislation, to the legislature no later than twenty days prior to the convening of the regular session of 2025.

     (e)  Members of the prevent suicide Hawaii working group shall serve without compensation but shall be reimbursed for reasonable expenses necessary for the performance of their duties, including travel expenses.

     SECTION 2.  This Act shall take effect on June 30, 2050.

Description:

Establishes a Prevent Suicide Hawaii Working Group within the Office of Wellness and Resilience.  Requires the working group to focus on preventing suicides in the State, particularly among Native Hawaiians, Pacific Islanders, farmers, youth, LGBTQIA+, veterans, and other populations identified by the federal Centers for Disease Control and Prevention as a high-risk population for suicide; implement recommendations in the Prevent Suicide Hawaii Task Force's interim report; and report to the Legislature before the Regular Session of 2025.  Effective 6/30/2050.  (SD2)
