A BILL FOR AN ACT

 

 

making appropriations for collective bargaining cost items.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 

     SECTION 1.  The purpose of this Act is to amend various session laws to appropriate general funds for raises negotiated or arbitrated on behalf of collective bargaining members and their excluded civil service counterparts who are employed by the Hawaii health systems corporation.

     SECTION 2.  Act 2, Special Session Laws of Hawaii 2013, is amended as follows:
     1.  By amending section 9 to read:

     "SECTION 9.  There are appropriated or authorized from the sources of funding indicated below to Hawaii health systems corporation – corporate office (HTH 210) the following sums, or so much thereof as may be necessary, to fund for fiscal biennium 2013‑2015, the collective bargaining cost items in the agreement negotiated for state employees in collective bargaining unit (10) assigned to the Hawaii health systems corporation:

                             FY 2013-2014       FY 2014-2015

     Special Funds           $  1,905,651     [$  3,949,777]

     General Funds                             $  3,949,777"

     2.  By amending section 10 to read:

     "SECTION 10.  There are appropriated or authorized from the sources of funding indicated below to Hawaii health systems corporation – corporate office (HTH 210) the following sums, or so much thereof as may be necessary, to fund for fiscal biennium 2013‑2015, the salary increases and other cost adjustments authorized by chapter 89C, Hawaii Revised Statutes, for state officers and employees excluded from collective bargaining assigned to the Hawaii health systems corporation who belong to the same compensation plans as those officers and employees within collective bargaining unit (10):

                             FY 2013-2014       FY 2014-2015

     Special Funds           $     34,714     [$     58,707]

     General Funds                              $     58,707"

     SECTION 3.  Act 79, Special Session Laws of Hawaii 2013, is amended as follows:
     1.  By amending section 7 to read:

     "SECTION 7.  There are appropriated or authorized from the sources of funding indicated below to Hawaii health systems corporation -- corporate office (HTH 210) the following sums, or so much thereof as may be necessary, to fund for fiscal biennium 2013‑2015, the collective bargaining cost items in the agreement negotiated for state employees in collective bargaining unit (1) assigned to the Hawaii health systems corporation:

                             FY 2013-2014       FY 2014-2015

     Special Funds           $    419,080     [$  1,424,835]

     General Funds                              $  1,424,835"

     2.  By amending section 9 to read:

     "SECTION 9.  There are appropriated or authorized from the sources of funding indicated below to Hawaii health systems corporation - corporate office (HTH 210) the following sums, or so much thereof as may be necessary, to fund for fiscal biennium 2013‑2015, the collective bargaining cost items authorized by chapter 89C, Hawaii Revised Statutes, for state officers and employees excluded from collective bargaining unit (1) assigned to the Hawaii health systems corporation:

                             FY 2013-2014       FY 2014-2015

     Special Funds           $     11,477     [$     39,811]

     General Funds                              $     39,811"

     SECTION 4.  Act 82, Session Laws of Hawaii 2013, is amended as follows:

     1.  By amending section 9 to read:

     "SECTION 9.  There is appropriated from the source of funding indicated below to Hawaii health systems corporation - corporate office (HTH 210) the following sums or so much thereof as may be necessary to fund for fiscal biennium 2013-2015 the collective bargaining cost items contained in the agreements negotiated for state employees in collective bargaining units (2), (3), or (4), respectively, assigned to the Hawaii health systems corporation:

                             FY 2013-2014       FY 2014-2015

     Special Funds           $  1,380,384     [$  2,960,340]

     General Funds                              $  2,960,340"

     2.  By amending section 11 to read:

     "SECTION 11.  There is appropriated from the source of funding indicated below to Hawaii health systems corporation - corporate office (HTH 210) the following sums or so much thereof as may be necessary to fund for fiscal biennium 2013-2015 the collective bargaining cost items authorized by chapter 89C, Hawaii Revised Statutes, for state officers and employees excluded from collective bargaining who belong to the same compensation plans as those officers and employees within bargaining units (2), (3), or (4), respectively, assigned to the Hawaii health systems corporation:

     SECTION 5.  Act 173, Session Laws of Hawaii 2013, is amended as follows:

     1.  By amending section 9 to read:

     "SECTION 9.  There are appropriated or authorized from the source of funding indicated below to Hawaii health systems corporation - corporate office (HTH 210) the following sums or so much thereof as may be necessary to fund for fiscal biennium 2013-2015 the collective bargaining cost items contained in the agreement negotiated for state employees in collective bargaining unit (13) assigned to the Hawaii health systems corporation:

     2.  By amending section 11 to read:
