A BILL FOR AN ACT
RELATING TO THE DEPARTMENT OF LAND AND NATURAL RESOURCES.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The auditor shall conduct a performance audit of the land lease and revocable permit programs administered by the land division of the department of land and natural resources. The auditor shall make recommendations to the legislature based on the performance audit, as appropriate.
SECTION 2. The auditor shall submit a report on the performance audit, including the auditor's findings, recommendations, and proposed legislation, if necessary, to the legislature no later than twenty days prior to the convening of the regular session of 2019.
SECTION 3. There is appropriated out of the general revenues of the State of Hawaii the sum of $ or so much thereof as may be necessary for fiscal year 2017-2018 and the same sum or so much thereof as may be necessary for fiscal year 2018-2019 to hire two analysts, one senior analyst, and consultants, as necessary, to conduct the performance audit of the department of land and natural resources pursuant to this Act.
The sums appropriated shall be expended by the auditor for the purposes of this Act.
SECTION 4. This Act shall take effect on July 1, 2050.
