HOUSE CONCURRENT

RESOLUTION

 

 

Urging various government entities who manage and own land around each of the planned rail transit stations to consider and include in development discussions, to the greatest extent possible, affordable housing, child and family services, elderly services, and other beneficial opportunities for the People of hawaii.

 

 


     WHEREAS, while the primary purpose of the rail is to provide a transportation alternative for Oahu residents, transit-oriented development presents an opportunity for transit-centered communities at planned rail stations; and

 

     WHEREAS, these transit-centered communities have the potential to provide much needed opportunities for Hawaii residents in areas of affordable housing and other community services; and

 

     WHEREAS, transit development coordination has primarily been between the Honolulu Authority for Rapid Transportation and the City and County of Honolulu; however, as a major landowner at a majority of the planned rail transit stations, the State is also a primary entity in the transit development discussions; and

 

     WHEREAS, if the State is going to maximize the areas around the planned rail transit stations, there must be coordination among land owners of these areas and a commitment to utilize these lands to create safe and enjoyable communities for Hawaii residents; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-eighth Legislature of the State of Hawaii, Regular Session of 2016, the Senate concurring, that the various state and county departments who manage and own land around each of the planned rail transit stations are urged to consider and include in development discussions, to the greatest extent possible, affordable housing, child and family services, elderly services, and other beneficial opportunities for the people of Hawaii; and

 

     BE IT FURTHER RESOLVED that the various government entities who manage and own land around each of the planed rail transit stations may consider and include in development discussions the following:

 

     (1)  Development of affordable, mixed-income housing;

 

     (2)  Child care and places for children and youth and their families to enjoy;

 

     (3)  Elderly support services and places for elders and their families to enjoy;

 

     (4)  Family restrooms;

 

     (5)  Intergenerational activities;

 

     (6)  Cultural, historical, artistic, and recreational opportunities;

 

     (7)  Retail and commercial space that provides opportunities for locally grown and produced products;

 

     (8)  Education, training, and employment opportunities that offer students from public and private schools to continuously grow, learn, and share their talents;

 

     (9)  Landscaping, design, and other environmental considerations that encourage positive social interaction; and

 

    (10)  Safe and enjoyable public places that encourage healthy and sustainable living; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Governor; Director of Business, Economic Development, and Tourism; Director of Human Services; Chairperson of the Hawaiian Homes Commission; Comptroller; Director of Public Safety; Chairperson of the Board of Land and Natural Resources; Executive Director of the Hawaii Community Development Authority; Superintendent of Education; President of the University of Hawaii System; Mayor of the City and County of Honolulu; Executive Director of the Honolulu Authority for Rapid Transportation; and Director of the City and County of Honolulu Department of Planning and Permitting.
