HOUSE CONCURRENT

RESOLUTION

 

 

REQUESTING A PILOT PROJECT TO STUDY and reduce THE MORNING TRAFFIC CONGESTION on the MEHEULA PARKWAY going ONTO THE H‑2 FREEWAY from mililani mauka.

 

 


     WHEREAS, residents of central Oahu in Mililani Mauka have complained for years about the morning rush hour traffic congestion on the Meheula Parkway going onto the H-2 Freeway southbound to town; and

 

     WHEREAS, the morning congestion poses a risk of serious accidents and causes motorists to lose valuable time in their morning commute to work due to having only a single lane to enter the H-2 Freeway southbound; and

 

     WHEREAS, the congestion is further exacerbated by the traffic from Mililani Town making a left turn from Meheula Parkway to go northbound towards Wahiawa on the H-2 Freeway; and

 

     WHEREAS, the Department of Transportation has jurisdiction over state highways such as the H-2 Freeway; and

 

     WHEREAS, the City and County of Honolulu has jurisdiction over county highways such as the Meheula Parkway; and

 

     WHEREAS, the morning peak hour traffic congestion problem needs to be remedied so that commute time delays and safety concerns are addressed to the satisfaction of the community; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-sixth Legislature of the State of Hawaii, Regular Session of 2011, the Senate concurring, that the Department of Transportation, in conjunction with the City and County of Honolulu Department of Transportation Services, is requested to create a one-year pilot project to study and implement strategies to reduce the morning traffic congestion on the Meheula Parkway, particularly for Mililani Mauka residents heading to the H-2 Freeway southbound; and

 

     BE IT FURTHER RESOLVED that the pilot project study and identify the causes of the traffic congestion and implement solutions to ease the traffic congestion, including the use of "no left turn" signs during morning peak traffic from Meheula Parkway going northbound to Wahiawa; and

 

     BE IT FURTHER RESOLVED that the Department of Transportation schedule and hold community informational briefings during the course of the pilot project; and

 

     BE IT FURTHER RESOLVED that the Department of Transportation report the pilot project's findings and recommendations to the Legislature no later than twenty days prior to the convening of the Regular Session of 2013; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Director of Transportation and the Director of the Department of Transportation Services of the City and County of Honolulu.
