HOUSE CONCURRENT
RESOLUTION
REQUESTING THE DEPARTMENT OF TRANSPORTATION TO PERFORM A COMPREHENSIVE STUDY OF THE KAMEHAMEHA HIGHWAY ALONG THE WINDWARD AND NORTH SHORES OF OAHU.
WHEREAS, residents and visitors use Kamehameha Highway along the Windward and North Shores of Oahu; and
WHEREAS, Kamehameha Highway is the primary motor vehicle thoroughfare between those two shores; and
WHEREAS, in times when the highway is closed to vehicular traffic, motorists are required to turn around and find another route, which can be a significant inconvenience; and
WHEREAS, commuters and other drivers face significant issues relating to erosion, flooding, parking, and traffic flow on Kamehameha Highway; now, therefore,
BE IT RESOLVED by the House of Representatives of the Twenty-eighth Legislature of the State of Hawaii, Regular Session of 2016, the Senate concurring, that the Department of Transportation is requested to perform a comprehensive study of the Kamehameha Highway along the Windward and North Shores of Oahu; and
BE IT FURTHER RESOLVED that, as part of its study, the Department of Transportation is requested to:
(1) Include long-term redesign solutions that will mitigate erosion, flooding, parking, and traffic flow issues;
(2) Develop proposed alternate routes; and
(3) Estimate the total costs of an appropriate redesign project; and
BE IT FURTHER RESOLVED that the Department of Transportation is requested to submit a report of its findings and recommendations, including any proposed legislation, to the Legislature no later November 30, 2016; and
BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Director of Transportation and the Mayor of the City and County of Honolulu.
