HOUSE CONCURRENT

RESOLUTION

 

 

Requesting the Board of Education to review whether the student representative TO THE BOARD should be given voting rights.

 

 


     WHEREAS, section 302A-121, Hawaii Revised Statutes, requires the State Student Council to select a nonvoting public high school student representative to the Board of Education; and

 

     WHEREAS, S.B. No. 834, Regular Session of 2015, (S.B. 834) amends section 302A-121, Hawaii Revised Statutes, by adding one member who is a Hawaii public high school student to the Board of Education membership and repealing the requirement that the State Student Council select a nonvoting student representative; and

 

     WHEREAS, testimony to the Senate Committee on Education in support of S.B. 834 noted that the student representative on the Board of Education provides the Board with a unique perspective and gives the student population some representation on the Board; and

 

     WHEREAS, the student population may benefit from having a representative on the Board of Education whose input is equally weighted as other members of the Board; and

 

     WHEREAS, neither the Department of Education, nor Board of Education submitted testimony to the Senate Committee on Education on S.B. 834; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-eighth Legislature of the State of Hawaii, Regular Session of 2015, the Senate concurring, the Board of Education is requested to review whether the student representative to the Board of Education should be given voting rights; and

 

     BE IT FURTHER RESOLVED that the Board of Education report its findings and recommendations, including any proposed legislation, to the Legislature no later than twenty days prior to the convening of the Regular Session of 2016; and

 

     BE IT FURTHER RESOLVED that a certified copy of this Concurrent Resolution be transmitted to the Chairperson of the Board of Education.
