HOUSE CONCURRENT

RESOLUTION

 

 

REQUESTING AN INVESTIGATION OF TEETH WHITENING VENDORS.

 

 

 


     WHEREAS, teeth whitening is a procedure used in cosmetic dentistry to whiten stained and discolored teeth; and

 

     WHEREAS, there are many methods to whiten teeth, including bleaching strips, bleaching pen, bleaching gel, laser bleaching, and natural bleaching; and

 

     WHEREAS, side effects of teeth bleaching include chemical burns with gel bleaching and overbleaching; and

 

     WHEREAS, rebound, or teeth losing the bleached effect is also an issue, particularly with the intensive treatments; and

 

     WHEREAS, the side effects that occur most often are a temporary increase in tooth sensitivity and mild irritation of the soft tissues of the mouth, particularly the gums; and

 

     WHEREAS, there is also the added risk that the teeth whitening product may be ingested by patients, causing them nausea, vomiting, or a burning sensation; and

 

     WHEREAS, a recent Georgetown University study indicated that the hydrogen peroxide used in some teeth whiteners may cause tongue cancer; and

 

     WHEREAS, in addition to these health risks, teeth whitening vendors have come under heavy attack for deceptive sales and marketing practices; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-fifth Legislature of the State of Hawaii, Regular Session of 2010, the Senate concurring, that the Department of Health is requested to investigate teeth whitening vendors and their impact on the public health; and

 

     BE IT FURTHER RESOLVED that the Department of Health is requested to submit findings and recommendations, including any proposed legislation, to the Legislature not later than twenty days prior to the convening of the Regular Session of 2011; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Director of Health.
