HOUSE CONCURRENT
RESOLUTION
urging congress to pass "cash for clunkers" legislation in the second session of the 111th congress.
WHEREAS, the United States is suffering from its severest economic crisis since the Great Depression; and
WHEREAS, this "Great Recession," which began in December 2007, has affected all segments of the economy, from real estate and housing to financial services to manufacturing; and
WHEREAS, the U.S. automobile-manufacturing industry has been particularly hard hit; and
WHEREAS, consumer spending accounts for approximately 70 percent of the nation's economy; and
WHEREAS, Title XIII, the Consumer Assistance to Recycle and Save Program, of H.R. 2346 (2009), more commonly known as "Cash for Clunkers," was intended to stimulate consumer spending on automobiles and improve the environment by promoting higher fuel efficiency; and
WHEREAS, "Cash for Clunkers" offered consumers rebates of $3,500 or $4,500, depending on certain criteria, to trade in their older automobiles for new, more fuel-efficient models; and
WHEREAS, according to an article in The New York Times on September 15, 2009, sales at automobile dealerships rose 11.9 percent between July and August 2009, reflecting the popularity and success of "Cash for Clunkers"; and
WHEREAS, further governmental support for
"Cash for Clunkers" could assist in the much-needed recovery of the
American economy; now, therefore,
BE IT RESOLVED by the House of Representatives of the Twenty-fifth
Legislature of the State of Hawaii, Regular Session of 2010, the Senate
concurring, that the 114th Congress is urged to pass another
"Cash for Clunkers" program in its second session; and
BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the President of the United States, President Pro Tempore of the U.S. Senate, Speaker of the U.S. House of Representatives, and members of Hawaii's congressional delegation.
