HOUSE CONCURRENT
RESOLUTION
requesting the Hawaii State Energy Office to perform a study on the feasibility of incentivizing the creation of a glass and solar panel recycling plant using funds from a fee to be attached to each solar panel sold in the state.
WHEREAS, the State has incentivized the purchase of solar panels by expanding the renewable energy technologies income tax credit under section 235-12.5, Hawaii Revised Statutes, in 2009 to include a refundable tax credit for solar energy systems; and
WHEREAS, sales of solar panels for both heating water and generating electricity have significantly increased since the implementation of the refundable income tax credit; and
WHEREAS, the State now leads the nation in the number of solar panels used per capita; and
WHEREAS, although new solar panels degrade at a slower rate than older solar panel models, new solar panels still degrade at a rate of five percent per year; and
WHEREAS, because there are currently no glass or solar panel recycling plants in the State, glass must be shipped out of the State for recycling; and
WHEREAS, due to the pervasiveness of solar panels throughout the State and the general rate of degradation of solar panels, demand for replacement solar panels will soon increase; now, therefore,
BE IT RESOLVED by the House of Representatives of the Thirtieth Legislature of the State of Hawaii, Regular Session of 2019, the Senate concurring, that the Hawaii State Energy Office is requested to perform a study on the feasibility of incentivizing the creation of a glass and solar panel recycling plant using funds from a fee to be attached to each solar panel sold in the State; and
BE IT FURTHER RESOLVED that the Hawaii State Energy Office is requested to submit findings and recommendations, including any proposed legislation, to the Legislature no later than twenty days prior to the convening of the Regular Session of 2020; and
BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Energy Program Administrator of the Hawaii State Energy Office and Director of Business, Economic Development, and Tourism.
