HOUSE CONCURRENT
RESOLUTION
REQUESTING THE CITY AND COUNTY OF HONOLULU TO PAVE and adequately maintain KAMILONUI ROAD IN HAWAII KAI TO SUPPORT THE KAMILONUI VALLEY FARMING COMMUNITY AND PROVIDE SAFE ACCESS FOR GOVERNMENT SERVICES.
WHEREAS, Kamilonui Road, located in Kamilonui Valley, is in a severe state of disrepair, and serves Hawaii Kai's last remaining agricultural community, which comprises eighty-seven acres of Kamilonui Valley on fourteen farm lots; and
WHEREAS, Kamilonui Road is used daily by many community members including both farmers of the Valley and a large number of recreational users who walk and jog on the road; and
WHEREAS, the road is used frequently by government services including city, state, and federal agencies such as city sanitation, emergency medical services, the Board of Water Supply, the Department of Agriculture, and the U.S. Postal Service, and is also used by the Hawaiian Electric Company to maintain utility lines; and
WHEREAS, Kamilonui Valley farmers were provided only an additional fifteen-year lease extension by Kamehameha Schools to remain on their lands; and
WHEREAS, farming in Kamilonui Valley has not been a lucrative enterprise and many farmers in the valley are struggling just to make ends meet; and
WHEREAS, the farmers will lose their land when their leases expire in thirteen years, and the remaining time does not allow for either the financing or amortization of extensive road repairs, which, along with all other infrastructure, will revert to Kamehameha Schools; now, therefore,
BE IT RESOLVED by the House of Representatives of the Twenty-seventh Legislature of the State of Hawaii, Regular Session of 2013, the Senate concurring, that the City and County of Honolulu is requested to pave and adequately maintain Kamilonui Road in order to serve not only the area's farmers and other residents for the next thirteen years, but also to provide safe access for government services that utilize the road on a daily basis in support of this unique community; and
BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Mayor of the City and County of Honolulu, the Managing Director of the City and County of Honolulu, Councilmember Stanley Chang, the Chairperson of Hawaii Kai Neighborhood Board No. 1, and the Board of Directors of Livable Hawaii Kai Hui.
