HOUSE CONCURRENT
RESOLUTION
requesting a sunrise analysis of proposed mandatory health insurance coverage of laboratory tests ordered by pharmacists.
WHEREAS, both the dispensing of drugs by a pharmacist and drug therapy related laboratory tests ordered by a pharmacist fall within the scope of the practice of pharmacy for licensed pharmacists in the State; and
WHEREAS, however, the dispensing of drugs, but not the ordering of tests, are generally covered by health insurance policies and related products; and
WHEREAS, the pharmacists perform these drug therapy related laboratory tests as agents of the patient's physician who ordered the prescription; and
WHEREAS, any proposed mandatory health insurance coverage of drug therapy related laboratory tests ordered by a pharmacist requires a sunrise analysis by the Auditor pursuant to section 23-51, Hawaii Revised Statutes; now, therefore,
BE IT RESOLVED by the House of Representatives of the Twenty-eighth Legislature of the State of Hawaii, Regular Session of 2015, the Senate concurring, that the Auditor is requested to conduct a sunrise analysis under section 23-51, Hawaii Revised Statutes, of the proposed mandatory health insurance coverage of laboratory tests ordered by pharmacists, as required under H.B. No. (2015); and
BE IT FURTHER RESOLVED that the Auditor is requested to submit findings and recommendations, including any proposed legislation, to the Legislature not later than twenty days prior to the convening of the Regular Session of 2015; and
BE IT FURTHER RESOLVED that a certified copy of this Concurrent Resolution be transmitted to Acting Auditor.
