HOUSE CONCURRENT

RESOLUTION

 

 

requesting an audit of the efficiency and effectiveness of the Child Welfare Services program in processing and investigating complaints of child abuse and neglect and misuse of child support.

 

 

 


     WHEREAS, the Child Welfare Services program of the Department of Human Services provides services to ensure the safety and permanence of children in their own homes, or, when necessary, out-of-home placements; and

 

WHEREAS, the Child Welfare Services program is responsible for investigating complaints of child neglect and abuse in Hawaii; and

 

WHEREAS, the Child Welfare Services program duties also include investigating complaints of the misuse of child support payments; and

 

     WHEREAS, it has been alleged that claims of child abuse and neglect and misuse of child support have been ignored by the Child Welfare Services program in the past; and

 

     WHEREAS, these complaints of child abuse and neglect and misuse of child support were not investigated, and as a result, the underlying child abuse and neglect and misuse of child support continued; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-fifth Legislature of the State of Hawaii, Regular Session of 2010, the Senate concurring, that the Auditor is requested to conduct a program audit of the efficiency and effectiveness of Child Welfare Services in processing and investigating complaints of child abuse and neglect and misuse of child support; and

 

     BE IT FURTHER RESOLVED that the Attorney General and the Administrator of Child Welfare Services are requested to cooperate fully with the Auditor in the performance of the audit; and

 

     BE IT FURTHER RESOLVED that the Auditor is requested to submit a report of any findings to the Legislature not later than twenty days prior the convening of the Regular Session of 2011; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Auditor, the Attorney General, the Administrator of Child Welfare Services, and the Director of Human Services.
