HOUSE CONCURRENT

RESOLUTION

 

 

REQUESTING THE DEPARTMENT OF EDUCATION TO CONVENE A TASK FORCE TO IDENTIFY AND ASSESS THE SCIENCE, TECHNOLOGY, ENGINEERING, AND MATH INITIATIVES and PROGRAMS IN PUBLIC SCHOOLS.

 

 

 

     WHEREAS, Science, Technology, Engineering, and Math (STEM) education is at the forefront of national and state initiatives to prepare America's citizens for a global world where mathematics and science achievement is critical to innovation, a strong workforce, a robust economy, economic competitiveness, and the national interest; and

 

     WHEREAS, Hawaii has embarked on several initiatives to support STEM education, which include incorporating science, technology, engineering, and math into the public school curriculum; strengthening the STEM pipeline from secondary education to post-secondary education and in the University of Hawaii System; and providing students with analytical and problem-solving skills through STEM education; and

 

     WHEREAS, STEM is an integral part of Hawaii's Race to the Top plan, which requires that students meet science, technology, engineering, and math competencies to better achieve career, college, and life success; and

 

     WHEREAS, STEM involves the collaboration and coordination of a broad cross-section of public and private sector support to prepare a STEM-literate community that extends beyond the classroom to the workforce, energy resources, healthcare, transportation, and communication; and

 

     WHEREAS, the various school STEM initiatives and programs in the Department of Education warrant a comprehensive review to determine their role and necessity in securing increased legislative, policy, and other resource support; now, therefore,
     BE IT RESOLVED by the House of Representatives of the Twenty-sixth Legislature of the State of Hawaii, Regular Session of 2011, the Senate concurring, that the Department of Education is requested to convene a task force to identify and assess the STEM initiatives and programs in public schools; and

 

     BE IT FURTHER RESOLVED that the task force is requested to:

 

(1)  Identify the STEM initiatives and programs implemented in Department of Education public schools;

 

(2)  Assess the efficacy of existing Department of Education STEM initiatives and programs and how the initiatives and programs support curriculum, assessment, and instruction in schools;

 

(3)  Recommend STEM best practices in Department of Education and public charter schools that are critical components in college, career, and life success; and

 

(4)  Assess the capacity of current Department of Education STEM initiatives and programs, the commitment necessary to sustain the initiatives and programs, and the partnerships integral to supporting STEM;

 

and

 

     BE IT FURTHER RESOLVED that the members of the task force comprise the following individuals:

 

     (1)  The Board of Education (Board) student member, or a designee selected by the Board Chair;

 

     (2)  The Superintendent, or the Superintendent's designee;

 

     (3)  The Director of Business, Economic Development, and Tourism, or the Director's designee;

 

     (4)  The Director of Labor and Industrial Relations, or the Director's designee;

 

     (5)  The President of the University of Hawaii System, or the President's designee;

 

     (6)  The Vice President of the University of Hawaii community colleges, or the Vice President's designee;

 

     (7)  The Executive Director of the Charter School Administrative Office, or the Executive Director's designee;

 

     (8)  The Executive Director of Hawaii P-20, or the Executive Director's designee; and

 

     (9)  Two other individuals who the Superintendent of Education deems important to the work and discussion of the task force;

 

and

 

     BE IT FURTHER RESOLVED that the Department of Education, with the cooperation of the University of Hawaii System, is requested to submit a report of its findings and recommendations, including any proposals for legislation, to the Legislature no later than 20 days before the convening of the Regular Session of 2012; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Governor of Hawaii; the Director of Business, Economic Development, and Tourism; the Director of Labor and Industrial Relations; the Chair of the Board of Education; the Superintendent of Education; the President of the University of Hawaii System; the Vice President of University of Hawaii Community Colleges; the Executive Director of the Charter School Administrative Office; and the Executive Director of Hawaii P-20.
