HOUSE CONCURRENT

RESOLUTION

 

 

requesting the department of education to explore offering educational courses that lead to careers in the fisheries management industry.

 

 

 


     WHEREAS, seafood provided the primary protein in the native Hawaiian diet, complementing vegetable staples such as taro, sweet potato, and breadfruit; and

 

     WHEREAS, ocean resources were so important that the ahupua'a system of land division ensured that each district would have access to the sea along a swath of shoreline and beyond to fisheries; and

 

     WHEREAS, within each pie-shaped division, fishing communities entered into exchanges with upland farmers, supplying fish, shellfish, seaweed, and salt to the entire district; and

 

     WHEREAS, fishermen maintained personal and spiritual relationships with the sea, acquiring extensive knowledge of shore and reef areas, honing their diving skills to locate fish, spear fish, free nets, and set traps; and

 

     WHEREAS, many proverbs, prayers, and tales attest to the importance of fishing in Hawaiian culture; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-seventh Legislature of the State of Hawaii, Regular Session of 2014, the Senate concurring, that the Department of Education is requested to explore the possibility of offering a program of educational courses that lead to careers in the fisheries management industry; and

 

     BE IT FURTHER RESOLVED that the Department of Education is requested to target programs for the fifth, seventh, and ninth grade school levels; and

 

     BE IT FURTHER RESOLVED that the Department of Education is requested to offer courses leading to occupations such as the following:

 

     (1)  Aha Moku Advisory Committee member;

 

     (2)  Boat builder;

 

     (3)  Boat captain;

 

     (4)  Boat mechanic;

 

     (5)  Business planner;

 

     (6)  Coast Guard officer;

 

     (7)  Emergency response;

 

     (8)  Fish cutter;

 

     (9)  Fishery manager;

 

    (10)  Law enforcement officer;

 

    (11)  Marine biologist; and

 

    (12)  Marine observer; and

 

     BE IT FURTHER RESOLVED that the Department of Education is requested to submit a report of its findings and recommendations, including any proposed legislation, to all legislators by December 20, 2014; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Chairperson of the Board of Education and the Superintendent of Education.
