HOUSE CONCURRENT

RESOLUTION

 

 

REQUESTING THE DEPARTMENT OF HEALTH TO CONDUCT A STUDY ON THE FEASIBILITY OF ESTABLISHING A HOLIDAY LIGHT RECYCLING PROGRAM.

 

 

 

     WHEREAS, the State generates over one million tons of waste each year, creating a severe strain on our State's environmental and natural resources as well as the State's densely populated landfills; and

 

     WHEREAS, there were over twenty million Christmas trees sold in the United States in 2013 and an estimated one hundred fifty million strings of lights sold each year; and

 

     WHEREAS, some states have created recycling programs that collect holiday lights and then recycle the lights by separating the copper, glass, and other materials from the lights, which are then recycled; and

 

     WHEREAS, copper is one of the world's most common and reusable metals, resulting in the high demand for and cost of copper; and

 

     WHEREAS, some holiday light recycling programs have been so successful that they have collected over a hundred thousand pounds of holiday lights; and

 

     WHEREAS, any proceeds received from recycling holiday lights can be used for a multitude of programs and services offered by the State that are in dire need of additional funding; and

 

     WHEREAS, the establishment of a holiday light recycling program can serve as an additional way for community service organizations and others to serve the community; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-seventh Legislature of the State of Hawaii, Regular Session of 2014, the Senate concurring, that the Department of Health is requested to conduct a study on the feasibility of establishing a holiday light recycling program; and

 

     BE IT FURTHER RESOLVED that in conducting the study, the Department of Health is requested to also consider what types of organizations or businesses could help implement a holiday light recycling program through a partnership; and

 

     BE IT FURTHER RESOLVED that the Department of Health is requested to submit a report of its findings and recommendations, including any proposed legislation, to the Legislature no later than twenty days prior to the convening of the Regular Session of 2015; and

 

BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Director of Health, the Chairperson of the Board of Land and Natural Resources, and the Mayor of the City and County of Honolulu.
