HOUSE CONCURRENT

RESOLUTION

 

 

Supporting a request by the department of transportation to use federal property below the h-1 viaduct in pearl city as a site on which to construct low-cost housing.

 

 

 

     WHEREAS, the island of Oahu is experiencing a devastating homelessness crisis and there is a persistent shortage of housing that is affordable to low-income persons; and

 

     WHEREAS, locating and acquiring physical space in which to establish housing for low-income persons is often challenging; and

 

     WHEREAS, unused or underutilized space beneath freeway viaducts may provide opportunities to construct low-cost housing; and

 

     WHEREAS, approximately six acres of land beneath the H-1 viaduct, ewa of Hugh Street in Pearl City, has been identified as a location that could accommodate approximately twenty low-cost modular homes; and

 

     WHEREAS, the subject property, identified as F.A.P. No. I-H1-1(13), is controlled by the federal government, and the state Department of Transportation is requesting federal permission to erect the low-income housing there; and

 

     WHEREAS, the Legislature supports efforts to provide low-cost housing to needy persons who might otherwise be homeless; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-ninth Legislature of the State of Hawaii, Regular Session of 2018, the Senate concurring, that the Legislature is in full support of the Department of Transportation's request for federal permission to use property beneath the H-1 viaduct, ewa of Hugh Street in Pearl City, to erect low-cost housing for needy persons; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the United States Department of Transportation, the Department of Transportation, and the Mayor of the City and County of Honolulu.
