HOUSE CONCURRENT
RESOLUTION
urging the department of Education to supply all classrooms with Narcan or another type of NALOXONE by September 1, 2024.
WHEREAS, according to the National Institute on Drug Abuse, there were more than eighty thousand reported overdose deaths involving opioid during 2020; and
WHEREAS, deaths caused by opioids are often preventable through timely administration of an opioid antagonist, such as naloxone, also known as Narcan; and
WHEREAS, opioid antagonists have been approved by the federal Food and Drug Administration, and these medications have been used for more than forty years by emergency medical services personnel to reverse opioid overdoses; and
WHEREAS, opioid antagonists have no psychoactive effects and do not have any potential for abuse, and first responders and persons with no medical training can learn to administer opioid antagonists safely; and
WHEREAS, research has shown that the increased availability of opioid antagonists does not encourage people to use more drugs or engage in riskier behavior; and
WHEREAS, under section 34-16.2, Revised Ordinances of Honolulu, various businesses that sell or serve liquor are required to maintain two doses of naloxone on their premises; and
WHEREAS, placing naloxone doses in every public school classroom can help to prevent deaths caused by accidental opioid overdoses; now, therefore,
BE IT RESOLVED by the House of Representatives of the Thirty-second Legislature of the State of Hawaii, Regular Session of 2024, the Senate concurring, that the Department of Education is urged to supply all classrooms with Narcan or another type of naloxone by September 1, 2024; and
BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Superintendent of Education and the Chairperson of the Board of Education.
