HOUSE CONCURRENT

RESOLUTION

 

 

RECOGNIZING MARCH AS "ADULT RESIDENTIAL CARE HOME AND ADULT FOSTER HOME OPERATORS MONTH."

 

 

 


     WHEREAS, adult residential care home (ARCH) and adult foster home (AFH) operators provide an invaluable service to the greater community; and

 

     WHEREAS, ARCHs and AFHs save taxpayers substantial sums of money that would otherwise be spent to care for the elderly and disabled if they were to become wards of the State; and

 

     WHEREAS, ARCH and AFH operators face many challenges such as the high cost of liability insurance that threaten their continued existence; and

 

     WHEREAS, caring for ARCH and AFH patients is an honorable profession with rapidly increasing demands in the face of Hawaii's ever-expanding elderly population; and

 

     WHEREAS, because of the high cost of living in Hawaii, it has become increasingly common for multiple family members to live in a single home and to have several jobs, leaving little time for providing the 24-hour care an aging relative may need; and

 

     WHEREAS, many assisted living facilities are well beyond the financial reach of some families who need assistance with caring for a loved one; and

 

     WHEREAS, it is estimated that by the year 2020, one in four persons in the State will be over the age of 60, illustrating the impending need for ARCH and AFH operators; and

 

     WHEREAS, ARCH and AFH operators provide for all aspects of a person's needs from scheduling doctor's appointments or physical therapy programs, to providing social interaction with those residents who no longer have family near them to visit; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-fifth Legislature of the State of Hawaii, Regular Session of 2010, the Senate concurring, that the Legislature recognizes March as "Adult Residential Care Home and Adult Foster Home Operators Month", and supports the efforts of care home operators who give so much of themselves to provide valuable services to the community; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Governor, Director of Health, Director of Human Services, President of the Alliance of Residential Care Administrators, President of the Adult Foster Homecare Association of Hawaii, and the President of the United Group of Home Operators.
