HOUSE CONCURRENT
RESOLUTION
Urging all public facilities to establish secure Bicycle parking areas, CONDOMINIUMS TO CONSTRUCT SECURE BICYCLE PARKING WHEN CONDUCTING RENOVATIONS, AND THE COUNTIES TO CONSIDER SECURE BICYCLE PARKING IN FUTURE VERSIONS OF THE BUILDING CODE.
WHEREAS, bicycle riding is a healthy, economical, and environmentally friendly alternative to driving a motor vehicle; and
WHEREAS, the manufacturing and operation of a bicycle requires less natural resources and creates less pollution than a motor vehicle; and
WHEREAS, riding a bicycle for transportation potentially helps the cyclist to improve overall health and generally become a more productive employee who requires less time off for illness; and
WHEREAS, bicycles provide mobility for those who cannot afford or are not able to drive motor vehicles; and
WHEREAS, during 2010, there were 313,214 registered bicycles in the City and County of Honolulu, amounting to about one registered bicycle for every three people; and
WHEREAS, many people would like to use a bicycle for transportation, but the lack of secure bicycle parking facilities at many places does not encourage bicycling; and
WHEREAS, most places with bicycle parking only include a bicycle rack with minimal security making it easy for a thief to quickly cut a lock and steal the bicycle; and
WHEREAS, in 2011, more than a thousand bicycles were stolen on Oahu; now, therefore,
BE IT RESOLVED by the House of Representatives of the Twenty-seventh Legislature of the State of Hawaii, Regular Session of 2013, the Senate concurring, that places of public accommodation, including shopping centers, universities, and government facilities, are urged to establish secure bicycle parking areas including locked facilities, guards, and other means of safeguarding bicycle parking areas; and
BE IT FURTHER RESOLVED that condominiums in the State are urged to consider including or adding secured bicycle parking when renovating parking facilities; and
BE IT FURTHER RESOLVED that the State and counties are encouraged to consider requiring secured bicycle parking in the design of their facilities in future versions of building codes; and
BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Governor, the Comptroller, the President of the University of Hawaii, the President of Hawaii Pacific University, the President of Chaminade University, the President of Brigham Young University-Hawaii, the Mayor of each county, the Director of each county's planning department, and the Director of Commerce and Consumer Affairs who in turn is requested to transmit copies to the managing or leasing agent for all shopping centers and boards of directors of all of the condominium associations in the State.
