Bill Title: Urging The Department Of Land And Natural Resources To Report To The Legislature Current And Proposed Fee Structures For Access To State Parks, Beaches, Trails, And Other State Facilities Under The Department's Jurisdiction.

     WHEREAS, Hawaii's state parks, beaches, trails, and other state facilities are integral to visitors' experiences and vital to the tourist industry; and

 

     WHEREAS, the Department of Land and Natural Resources (Department) is responsible for managing, administering, and exercising control over public lands, water resources, ocean waters, navigable streams, coastal areas except commercial harbors, minerals, and all interests therein; and

 

     WHEREAS, the Department's jurisdiction encompasses nearly 1.3 million acres of state lands, beaches, and coastal waters as well as 750 miles of coastline, which is the fourth longest in the country; and

 

     WHEREAS, fee structures, such as park entrance and parking fees, are vital for the maintenance and operation of state parks, beaches, trails, and other facilities; and

 

     WHEREAS, the National Park Service uses entrance fees for a variety of items to enhance visitors' experiences, such as repair, maintenance, habitat restoration, law enforcement, and fee management agreements to provide emergency medical services; and

 

     WHEREAS, the State has an interest in ensuring that the Department develops a sound and consistent fee structure for state lands, beaches, trails, and other state facilities under the Department's jurisdiction that is based on standard market procedures and modern methods; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Thirtieth Legislature of the State of Hawaii, Regular Session of 2020, the Senate concurring, that the Department of Land and Natural Resources is urged to submit a report to the Legislature no later than twenty days prior to the convening of the Regular Session of 2021 that includes the following information:

 

     (1)  The current fees charged for access to state parks, beaches, trails, and other state facilities under the Department's jurisdiction, including but not limited to parking and entrance fees;

 

     (2)  The total amount of revenues collected from the current fees charged for access to each state park, beach, trail, or other state facility under the Department's jurisdiction, including but not limited to parking and entrance fees; and

 

     (3)  A proposed fee structure for access to state parks, beaches, trails, or other state facilities under the Department's jurisdiction, including but not limited to parking and entrance fees, that are based on standard market procedures, modern methods, or fee structures implemented by various private or governmental entities throughout the nation for access to similar types of sites or facilities;

 

     BE IT FURTHER RESOLVED that a certified copy of this Concurrent Resolution be transmitted to the Chairperson of the Board of Land and Natural Resources.
