HOUSE CONCURRENT

RESOLUTION

 

 

urging the department of land and natural resources to assist the koloa community's hapa trail volunteers' project to restore and maintain hapa trail.

 

 

 


     WHEREAS, state historic properties that are over 50 years old and deemed significant, are inventoried and assigned state site numbers; and

 

     WHEREAS, Hapa Trail, also known as Hapa Road, is an historic property and assigned site number 50-30-10-992 because it was the historic roadway connecting Koloa and Hanakaape Bay, the third largest seaport in 19th century Hawaii, through which goods were imported and exported; and

 

     WHEREAS, when Koloa Plantation Days were first celebrated in 1985 to commemorate the historical and economic importance of the sugar industry era to the state, the Hapa Road Walk initiated the week-long festivities of sugar plantation heritage in Koloa; and

 

     WHEREAS, Hapa Road was designated Hapa Trail by the County of Kauai for purposes of historic preservation; and

 

     WHEREAS, the Koloa Community's Hapa Trail Volunteers have established as their goal, the preservation and perpetuation of the history of agriculture in the Koloa district; and

 

     WHEREAS, since 2008, the Koloa Community's Hapa Trail Volunteers have worked to maintain the trail by devoting substantial personal time, effort, equipment, and material; and

 

     WHEREAS, over the course of time, rocks have been removed from the walls that line the width of over one mile of the trail; and

     WHEREAS, the Koloa Community's Hapa Trail Volunteers would now like to restore and rebuild the portion of the rock that is missing; and

 

     WHEREAS, to accomplish this, the volunteers need the assistance of the Department of Land and Natural Resources' (DLNR's) State Historic Preservation Division to review and approve the wall restoration and rebuilding plans; and

 

     WHEREAS, DLNR needs to grant permission and approval for right of entry to Hapa Trail to address potential liability concerns for those who work on the project; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-fifth Legislature of the State of Hawaii, Regular Session of 2010, the Senate concurring, that DLNR's State Historic Preservation Division will assist the Koloa Community's Hapa Trail Volunteers to successfully complete their restoration of the wall and maintain the surface of the trail to preserve it in perpetuity; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Chairperson of the Board of Land and Natural Resources, the Administrator of the State Historic Preservation Division (Kauai Office), and the Koloa Community's Hapa Trail Volunteers.
