HOUSE RESOLUTION
requesting the department of transportation services of the city and county of honolulu to conduct traffic and pedestrian safety study of the intersections of Waipahu Street and Mahoe Street and Hiapo Street and Mahoe Street in Waipahu, as well as the surface streets surrounding the area.
WHEREAS, an intersection is a location where two or more roads join or cross one another, which creates a planned point of conflict in the roadway system with different crossing and entering movements by both drivers and pedestrians, presenting one of the most complex traffic situations that motorists encounter; and
WHEREAS, despite improved intersection design and more sophisticated applications of traffic engineering measures, statistics with regard to motor vehicle crashes and pedestrian injuries and fatalities at intersections have not substantially changed in over 25 years and intersections continue to represent a disproportionate share of the safety problem of our nation's roadways; and
WHEREAS, the intersections at Waipahu Street and Mahoe Street and Hiapo Street and Mahoe Street in Waipahu are surrounded by nearby parks, the State's largest single track school based on enrollment, senior housing, churches, bus stops, and housing, which results in heavy pedestrian and motor vehicle use of these intersections and nearby roadways, leading to increased traffic and pedestrian safety concerns in the area; and
WHEREAS, the intersections at Waipahu Street and
Mahoe Street and Hiapo Street and Mahoe Street have a history of motor vehicle
crashes and pedestrian accidents; and
WHEREAS, as population and development increases, traffic at intersections
grows, as does traffic volume in general, and the potential for increased
crashes, especially those involving pedestrians increases; and
WHEREAS, traffic and pedestrian safety is of the utmost importance, particularly for our keiki and kupuna, and any feasible measure to ensure their safety should be considered; now, therefore,
BE IT RESOLVED by the House of Representatives of the Twenty-eighth Legislature of the State of Hawaii, Regular Session of 2015, that the Department of Transportation Services of the City and County of Honolulu is requested to conduct a traffic safety and pedestrian safety study of the intersections of Waipahu Street and Mahoe Street and Hiapo Street and Mahoe Street in Waipahu, as well as the surface streets surrounding the area; and
BE IT FURTHER RESOLVED that the study include:
(1) A count of the number of vehicles and pedestrians using the intersections of Waipahu Street and Mahoe Street and Hiapo Street and Mahoe Street;
(2) The number of motor vehicle collisions and pedestrian accidents that have occurred at these intersections since 2010 and the severity of these collisions and accidents, including any injuries or deaths;
(3) Any street lighting issues in the area;
(4) A review of the need for crosswalks in the area, if any; and
(5) The need for any other safety measures or traffic calming or signalization devices in the area including stoplights, two-way stop control (with or without flashing beacons), all-way stop control (with or without flashing beacons), roundabouts, bulb outs, speed bumps, and tabletops; and
BE IT FURTHER RESOLVED that the Department of Transportation Services submit a report of its findings and recommendations, including any proposed legislation, to the legislature no later than twenty days prior to the convening on the regular session of 2016; and
BE IT FURTHER RESOLVED that a certified copy of this Resolution be transmitted to the Director of the Department of Transportation Services of the City and County of Honolulu.
