HOUSE RESOLUTION
urging members of Hawaii's congressional delegation to introduce federal legislation to provide the Kahoolawe Island Reserve Commission with funding for the long-term restoration of Kahoolawe.
WHEREAS, Title X of the 1994 Department of Defense Appropriations Act conveyed Kahoolawe and its surrounding waters back to the State; and
WHEREAS, pursuant to chapter 6K, Hawaii Revised Statutes, the Kahoolawe Island Reserve Commission administers and manages the Kahoolawe Island Reserve while it is held in trust for a future Native Hawaiian sovereign entity; and
WHEREAS, the Kahoolawe Island Reserve Commission establishes policies for and controls uses of the Kahoolawe Island Reserve; coordinates the environmental restoration of the Reserve; and provides for the perpetuation of native Hawaiian customs, beliefs, and practices; and
WHEREAS, the 1994 Department of Defense Appropriations Act appropriated $44,000,000 to the State to carry out environmental restoration and other archaeological and educational activities on the Kahoolawe Island Reserve; and
WHEREAS, the federal funding has allowed the Kahoolawe Island Reserve Commission to establish many of its innovative programs that emphasize ancestral and traditional knowledge, provide a cultural approach of respect and connectivity to the environment, and integrate ancient and modern resource management techniques; and
WHEREAS, the federal appropriation, although substantial, is not sufficient to establish a sustainable endowment for the long-term restoration of Kahoolawe; now, therefore,
BE IT RESOLVED by the House of Representatives of the Twenty-seventh Legislature of the State of Hawaii, Regular Session of 2014, that the members of Hawaii's congressional delegation are urged to introduce federal legislation to provide the Kahoolawe Island Reserve Commission with funding for the long-term restoration of Kahoolawe; and
BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to members of Hawaii's congressional delegation and the Chairperson of the Kahoolawe Island Reserve Commission.
