HOUSE RESOLUTION
requesting the department of transportation to consider implementing a northbound contraflow lane on fort weaver road during each weekday morning rush hour.
WHEREAS, commuters traveling from Ewa to other Oahu destinations during rush hour on weekday mornings experience a high volume of vehicular traffic that causes delays, extends commute times, and diminishes the quality of life for Ewa residents; and
WHEREAS, in Act 53, Session Laws of Hawaii 2018, the Legislature appropriated $2,500,000 for the design of a Kunia eastbound on-ramp to the H-1 Freeway; and
WHEREAS, a Kunia eastbound on-ramp to the H-1 Freeway may significantly increase the amount of traffic traveling from Fort Weaver Road onto the H-1 Freeway, especially during rush hour on weekday mornings; and
WHEREAS, implementation of contraflow lanes on congested roadways may alleviate congestion during hours of peak traffic; now, therefore,
BE IT RESOLVED by the House of Representatives of the Thirtieth Legislature of the State of Hawaii, Regular Session of 2019, that the Department of Transportation is requested to investigate the potential effects of establishing a northbound contraflow lane on Fort Weaver Road during rush hour on weekday mornings; and
BE IT FURTHER RESOLVED that if the Department of Transportation finds that establishing a northbound contraflow lane would alleviate traffic during rush hour on weekday mornings, the Department of Transportation is requested to act to implement a northbound contraflow lane on Fort Weaver Road during rush hour on each weekday morning; and
BE IT FURTHER RESOLVED that upon the completion of the Department of Transportation's investigation, the Department is requested to submit its findings to the Ewa Neighborhood Board No. 23 and to the Legislature no later than twenty days prior to the convening of the 2020 Regular Session; and
BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Governor, the Director of Transportation, the Director of the Transportation Services of the City and County of Honolulu, and the Chairperson of the Ewa Neighborhood Board No. 23.
