HOUSE RESOLUTION
requesting the auditor to conduct a financial audit of each county to examine the use of and needs for state funds.
WHEREAS, the Legislature firmly believes in government transparency; and
WHEREAS, the use of state funds should be a matter of public record to ensure that state funds are used appropriately and responsibly; and
WHEREAS, fiscal accountability and transparency require an accounting of the amount of funds each county receives from the State and the use of such funds; and
WHEREAS, a financial audit of each county will help identify the financial assistance needs of the counties; now, therefore,
BE IT RESOLVED by the House of Representatives of the Twenty-eighth Legislature of the State of Hawaii, Regular Session of 2015, that the Auditor is requested to conduct a financial audit of each county to examine the use of and needs for the state funds that each county receives; and
BE IT FURTHER RESOLVED that the Auditor is requested to include the following information in the audits:
(1) The amount of funds each county received in the prior fiscal year;
(2) The total amount of state funds that each county actually spent and financial details of any unused funds in the prior fiscal year; and
(3) The financial details of how each county spent the state funds received in the prior fiscal year; and
BE IT FURTHER RESOLVED that the Auditor is requested to report its findings to the Legislature no later than 20 days before the convening of the Regular Session of 2016; and
BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Acting Auditor and the Mayor of Hawaii County, Mayor of Maui County, Mayor of Kauai County, and the Mayor of the City and County of Honolulu.
