HOUSE RESOLUTION

 

 

requesting the Assistant Secretary of Defense for Health Affairs of the United States department of defense to revise the priorities for access to health care at military health facilities to give members of the national guard who are injured in any duty status the same priority as active duty military members.

 

 

 


     WHEREAS, the United States Department of Defense determines access to healthcare for military health facilities; and

 

     WHEREAS, priorities for healthcare are determined by beneficiary category as determined by the Department of Defense; and

 

     WHEREAS, those seeking healthcare must be verified for eligibility and meet criteria for priority based on their status; and

 

     WHEREAS, National Guard members who did not retire due to medical condition or length of service, have become veterans who also served on active duty, and were disabled, are in a category that is of less priority than those who have not served in the line of duty; and

 

     WHEREAS, current priorities for access to healthcare at military health facilities such as Tripler Army Medical Center are:

 

     (1)  Active military;

 

     (2)  Active duty family member;

 

     (3)  Retiree enrolled in Tricare prime;

 

     (4)  Retiree dependant or survivors enrolled in Tricare prime;

 

     (5)  An active duty family member not enrolled in Tricare prime; and

 

     (6)  Retiree dependant or survivor not enrolled in Tricare prime; and

 

     WHEREAS, members of the National Guard who are injured in the line of duty are generally not included in the foregoing priorities; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-fifth Legislature of the State of Hawaii, Regular Session of 2010, that the Assistant Secretary of Defense for Health Affairs of the United States Department of Defense is requested to revise the priorities for access to health care at military health facilities to give members of the National Guard who are injured in the line of duty while in any duty status the same priority as active duty military members; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the President of the United States, the United States Secretary of Defense, the Assistant Secretary of Defense for Health Affairs, and the members of Hawaii's congressional delegation.
