HOUSE RESOLUTION
establishing a flood control task force to explore the challenges of flood control.
WHEREAS, most scientists recognize that global weather and climate patterns are changing, including a steady and marked rise in land and ocean temperatures; and
WHEREAS, Hawaii is not impervious to a changing climate; and
WHEREAS, one of the major results of global warming is that natural disasters are magnified in intensity and destructiveness; and
WHEREAS, flooding has become more severe around the world, including in Hawaii; and
WHEREAS, flooding can result from overflowing rivers and streams triggered by excessive rainfall as well as ocean surges caused by tropical cyclones, such as tropical storms and hurricanes; and
WHEREAS, the windward side of Oahu is particularly vulnerable to flooding and the damage to homes, businesses, and property that accompanies flooding; and
WHEREAS, it is important to ascertain and develop methods to mitigate the effects of flooding and the damage it causes; now, therefore,
BE IT RESOLVED by the House of Representatives of
the Twenty-sixth Legislature of the State of Hawaii, Regular Session of 2011, that
a Flood Control Task Force is established to review and study the challenges of
flood control; and
BE IT FURTHER RESOLVED that the Flood Control Task Force (Task Force) be
composed of:
(1) The Chairperson of the Board of Land and Natural Resources, or the Chairperson's designee, who will serve as Chairperson of the Task Force;
(2) The Vice Director of Civil Defense, or the Vice Director's designee; and
(3) Scientists from the University of Hawaii, including climatologists, geologists, and other experts in ocean, earth, and environmental sciences;
BE IT FURTHER RESOLVED that the Task Force include Windward Oahu in its review and study; and
BE IT FURTHER RESOLVED that the Task Force include in its review and study:
(1) The phenomenon of flooding, particularly in relation to changes in climate and weather patterns and a rise in sea levels;
(2) Methods to mitigate flooding and ways to improve flood control; and
(3) Ways to mitigate damage to homes, businesses, and property caused by flooding;
and
BE IT FURTHER RESOLVED that the Task Force submit its findings and recommendations, including any proposed legislation, to the Legislature no later than 20 days before the convening of the Regular Session of 2012; and
BE IT FURTHER RESOLVED that the Legislative Reference Bureau is requested to assist the Task Force in preparing its report and any proposed legislation; provided that the Chairperson of the Task Force submit a draft of the Task Force's proposals to the Legislative Reference Bureau for drafting no later than November 1, 2011;
BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Governor, Chairperson of the Board of Land and Natural Resources, Adjutant General, the Board of Regents and President of the University of Hawaii, and the Acting Director of the Legislative Reference Bureau.
