HOUSE RESOLUTION
AMENDING THE RULES OF THE House of Representatives to prohibit members and officers OF THE House of Representatives from consuming alcohol within the state capitol.
WHEREAS, the Hawaii State Capitol serves as the legislative seat for the State of Hawaii, promoting an environment of professionalism and focused governance; and
WHEREAS, the responsible and sober conduct of legislative affairs is essential to uphold the integrity and public trust in the legislative process; and
WHEREAS, the use of alcohol within the Hawaii State Capitol may compromise the decorum and efficiency of legislative proceedings; and
WHEREAS, section 3-111-11, Hawaii Administrative Rules, prohibits the use of alcohol within all facilities designated as under the jurisdiction, management, and operation of the Department of Accounting and General Services, emphasizing the importance of maintaining a substance-free environment; now, therefore,
BE IT RESOLVED by the House of Representatives of the Thirty-second Legislature of the State of Hawaii, Regular Session of 2024, that House Rule 28 is amended by adding a new paragraph to read as follows:
"28.14 No member or officer shall consume
alcohol within the capitol.";
provided that the new House Rule material is underscored; provided further that the formatting of the rule may be changed to conform to the formatting of the most recent version of the Rules of the House of Representatives; and
BE IT FURTHER RESOLVED
that the amendments made to the Rules of the House Representatives by this
Resolution shall take effect upon the adoption of this Resolution; and
BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to all members of the House of Representatives.
