HOUSE RESOLUTION

 

 

REQUESTING THE LEGISLATIVE REFERENCE BUREAU TO CONDUCT A COMPARATIVE STUDY OF STATES CONCERNING THE COSTS AND METHODS OF PUBLICIZING REQUIRED STATUTORY LEGAL NOTICES PAID FOR WITH PUBLIC FUNDS.

 

 

 

     WHEREAS, the State and its government agencies are required by the Hawaii Revised Statutes and various administrative rules to provide legal notice in newspapers in certain circumstances; and

 

     WHEREAS, the Honolulu Star-Bulletin acquired the Honolulu Advertiser and merged the two into a sole surviving daily newspaper, the Honolulu Star-Advertiser; and

 

     WHEREAS, the advertising costs for publication have increased since the time of the merger of the two newspapers; and

 

     WHEREAS, media, such as the Internet, radio, and television, have created alternatives to the publication of legal notice through newspapers; and

 

WHEREAS, it has been reported that technology has allowed over 100 Pennsylvania newspapers to currently post their printed public notices on the Internet at no cost to the local government; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-seventh Legislature of the State of Hawaii, Regular Session of 2014, that the Legislative Reference Bureau (LRB) is requested to conduct a comparative study of states concerning the costs and methods of publicizing required statutory legal notices paid for with public funds; and

     BE IT FURTHER RESOLVED that the LRB study:

 

     (1)  Compare the costs and methods of publicizing required legal notices of the states;

 

     (2)  Examine alternative methods of publicizing required legal notices, including on television, radio, and the Internet; and

 

     (3)  Determine the most effective channels of media for publicizing required legal notices; and

 

     BE IT FURTHER RESOLVED that LRB is requested to submit its findings and recommendations, including any proposed legislation, to the Legislature no later than 20 days prior to the convening of the Regular Session of 2015; and

 

     BE IT FURTHER RESOLVED that a certified copy of this Resolution be transmitted to the Acting Director of LRB.
