STATE OF HAWAII

 

 

 

 

 

HOUSE RESOLUTION

 

 

requesting the Hawaii Community Development Authority to report to the Legislature on the feasibility of constructing a motorsports center on the island of Oahu.

 

 

 


     WHEREAS, drag racing on the island of Oahu dates back to the early 1950s; and

 

     WHEREAS, Hawaii Raceway Park opened for operation in Campbell Industrial Park in 1962; and

 

     WHEREAS, Hawaii Raceway Park provided a safe and supervised location for people to operate a variety of vehicles, including drag racing cars, motorcycles, go karts, and street cars; and

 

     WHEREAS, Hawaii Raceway Park was a gathering place for local racers, many of whom first attended the park as children with their families and later became participants; and

 

     WHEREAS, Hawaii Raceway Park closed in 2006 and there has not been a paved racing facility on Oahu since; and

 

     WHEREAS, small businesses that operated at Hawaii Raceway Park have shut down, and others that derived a portion of their business from racers have cut back or shut down; and

 

     WHEREAS, Governor John Waihee's administration purchased a feedlot on Kalaeloa Boulevard on the island of Oahu with the expectation that it would be an eventual replacement for Hawaii Raceway Park; and

 

     WHEREAS, the Department of Land and Natural Resources was given control of the feedlot property and recently requested proposals for development, but has not accepted any proposals that have been submitted; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-sixth Legislature of the State of Hawaii, Regular Session of 2011, that the Hawaii Community Development Authority is requested to report to the Legislature on the feasibility of constructing a motorsports center, similar to Hawaii Raceway Park, on the island of Oahu; and

 

     BE IT FURTHER RESOLVED that the Legislature requests that the report also consider:

 

     (1)  The feedlot on Kalaeloa Boulevard on the island of Oahu as a potential site for the motorsports center; and

 

     (2)  Ways in which a motorsports center may be a source of economic development for the State; and

 

     BE IT FURTHER RESOLVED that the Hawaii Community Development Authority is requested to collaborate with the Department of Land and Natural Resources in preparing the report; and

 

     BE IT FURTHER RESOLVED that the Hawaii Community Development Authority is requested to submit the report of any findings and recommendations no later than twenty days prior to the convening of the Regular Session of 2012; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Governor, the Mayor of the City and County of Honolulu, the Executive Director of the Hawaii Community Development Authority, and the Chairperson of the Board of Land and Natural Resources.
