HOUSE RESOLUTION
requesting the hawaii climate change mitigation and adaptation commission to convene a task force to address areas in koolauloa that are most vulnerable to sea level rise.
WHEREAS, climate change and sea level rise pose significant, dangerous, and imminent threats to public safety, natural resources, and the State's infrastructure; and
WHEREAS, the sea level of Hawaii's coast is roughly ten inches higher than it was in 1950 and is rising faster every year; and
WHEREAS, sea level rise has increased the frequency and reach of coastal floods, resulting in a record number of floods in the past few years that cost the State millions of dollars; and
WHEREAS, the State has already lost approximately thirteen miles of beaches, and seventy percent of beaches are currently at risk; and
WHEREAS, the Koolauloa area on Oahu is a victim of sea level rise, where erosion has damaged the roads and caused portions of the roadway to collapse into the ocean; and
WHEREAS, coastal erosion around the Koolauloa coast has created a public safety hazard for residents in the area, and as the sea level continues to rise, the community in Koolauloa will continue to be threatened; and
WHEREAS, long term solutions are needed to prevent coastal erosion and protect the Koolauloa area from the imminent threat of climate change and sea level rise; now, therefore,
BE IT RESOLVED by the House of Representatives of the Thirty-first Legislature of the State of Hawaii, Regular Session of 2022, that the Hawaii Climate Change Mitigation and Adaptation Commission is requested to convene a task force to address the areas in Koolauloa that are most vulnerable to sea level rise; and
BE IT FURTHER RESOLVED that the task force include the following:
(1) One co-chairperson of the Hawaii Climate Change Mitigation and Adaptation Commission to be determined by the Commission, or the co‑chairperson's designee, who shall serve as the chairperson of the task force;
(2) The Director of Transportation, or the Director's designee;
(3) The Chairs of the standing committees of the Senate and House of Representatives with primary subject matter jurisdiction over transportation;
(4) The Director of the Office of Planning and Sustainable Development, or the Director's designee;
(5) One person who resides in the Koolauloa area, to be determined by the chairperson of the task force; and
(6) Any other person as deemed necessary by the chairperson of the task force; and
BE IT FURTHER RESOLVED that the scope and intent of the task force include but not be limited to:
(1) Identifying areas in Koolauloa that are most vulnerable to sea level rise;
(2) Exploring mitigation options for each area, including shoreline hardening and retreat or relocation; and
(3) Holding meetings in the community to get community input regarding different solutions; and
BE IT FURTHER RESOLVED that the task force is requested to submit a report of its findings and recommendations, including any proposed legislation, to the Legislature no later than twenty days prior to the convening of the Regular Session of 2023; and
BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Chairperson of the Board of Land and Natural Resources, Director of Transportation, and Director of the Office of Planning and Sustainability Development.
