A BILL FOR AN ACT

 

 

RELATING TO HEALTH INSURANCE.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  (a)  There is established within the department of health for administrative purposes, the temporary preventative health care task force.  The task force shall develop a plan to encourage health insurance providers to offer preventative health care plans to its members, enrollees, or new applicants that cover preventative health care services.

     For the purposes of this section, "preventative health care" means health care provided to an individual to prevent the onset of a targeted condition or to treat asymptomatic persons who have already developed risk factors or preclinical disease but in whom the condition has not become clinically apparent.

     (b)  The task force shall consist of seven members as follows:

     (1)  Three members appointed by the governor from a list of physicians submitted by the senate president and the speaker of the house of representatives;

     (2)  The director of health or the director's designee;

     (3)  The insurance commissioner, or the commissioner's designee;

     (4)  A representative of the Hawaii Business Health Council;

     (5)  A representative from the Hawaii Medical Service Association;

     (6)  A representative from a local health insurance provider; and

     (7)  A representative from the Hawaii Nutrition and Physical Activity Coalition Healthcare Task Force.

     (c)  Members of the task force shall serve without compensation and without reimbursement for expenses.

     (d)  The task force shall submit a report of its progress to the legislature no later than twenty days prior to the convening of the regular session of 2010.  The task force shall submit a report of its findings and recommendations, including any proposed legislation, to the legislature no later than twenty days prior to the convening of the regular session of 2011.

     (e)  The task force shall cease to exist on June 30, 2011.

     SECTION 2.  This Act shall take effect upon its approval and shall be repealed on June 30, 2011.
