A BILL FOR AN ACT

 

 

MAKING AN APPROPRIATION FOR THE HAWAII COUNTY ECONOMIC OPPORTUNITY COUNCIL.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that the Hawaii County Economic Opportunity Council is a private nonprofit organization established in 1965 whose sole purpose is to serve the low-income population in the county of Hawaii.  Specifically, the agency has provided county-wide transportation services for disadvantaged persons for more than thirty-three years and is also the only agency in the county that provides transportation exclusively for low-income persons.

     The legislature further finds that the agency needs to replace ten transportation vehicles to continue to transport the county's low-income population to and from public and private service facilities.

     Accordingly, the legislature finds that appropriating funds to the Hawaii County Economic Opportunity Council for the purchase of buses to serve the disadvantaged elderly, pre-school children, and disabled persons throughout the county is an appropriation for a public purpose. 

     The purpose of this Act is provide funding for ten buses for the Hawaii County Economic Opportunity Council; provided that the funding amounts are subject to change if federal funding from the American Recovery and Reinvestment Act of 2009, Pub.L. 111-5, can be used in lieu of the appropriation in this Act.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $           or so much thereof as may be necessary for fiscal year 2009-2010 as a grant-in-aid pursuant to chapter 42F, Hawaii Revised Statutes, to the Hawaii County Economic Opportunity Council to purchase ten new buses to serve the disadvantaged elderly, pre-school children, and disabled persons; provided that the appropriation shall not be expended if federal funding under the American Recovery and Reinvestment Act of 2009, Pub. L. 111-5, can be used in lieu of the appropriation in this Act.

     The sum appropriated shall be expended by the department of human services for the purposes of this Act.

     SECTION 3.  This Act shall take effect on July 1, 2099.
