A BILL FOR AN ACT

 

 

MAKING AN APPROPRIATION FOR IMPROVEMENTS TO THE STATE CAPITOL REFLECTING POOLS.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The state capitol building is on the National Register of Historic Places and the state register of historic places.  The waterproof membrane under the reflecting pools has not been replaced since the state capitol building was opened on March 16, 1969.  The reflecting pools are periodically fed by brackish water from wells.  The brackish water has a propensity to leak into the underlying chamber level of the state capitol building, resulting in damage to offices and corrosion to electrical conduits and to ducts of the mechanical air conditioning duct.

     The legislature finds that the reflecting pools, which total approximately 77,000 square feet, have long been plagued by persistent algae growth and have become stagnant because of inadequate water circulation and no filtration.  The reflecting pools cannot be abandoned or neglected because the state historic preservation division deems the reflecting pools to be a "character-defining element" of the state capitol.

     The purpose of this Act is to make an appropriation to the department of accounting and general services for capital improvements to the state capitol reflecting pools.

     SECTION 2.  The director of finance is authorized to issue general obligation bonds in the sum of $1,000,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2013-2014 for the design for the replacement of the state capitol reflecting pools bottom; waterproof membrane; circulation system; natural filtration system, such as the use of aquatic plants for bioremediation; and other improvements.

     SECTION 3.  The director of finance is authorized to issue general obligation bonds in the sum of $10,541,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2014-2015 for the construction of the replacement of the state capitol reflecting pools bottom; waterproof membrane; circulation system; natural filtration system, such as the use of aquatic plants for bioremediation; and other improvements.

     SECTION 4.  The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2016, shall lapse as of that date.

     SECTION 5.  This Act shall take effect on July 1, 2013.
