A BILL FOR AN ACT
relating to emergency management.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The legislature finds that the State's emergency public shelter inventory is primarily composed of department of education facilities. The Hawaii emergency management agency is currently assessing the inventory of emergency public shelters to determine whether these structures can withstand the impact of a hurricane. As a result of this assessment, some of the schools located on Oahu may need to be retrofitted. Furthermore, until the completion of the assessment, the State will continue to use emergency public shelters that are not located in the Federal Emergency Management Agency flood zone or tsunami evacuation zone.
The legislature further finds that the existing emergency public shelter inventory lacks sufficient floor space to accommodate the shelter requirements across the State based on the need of ten square feet per person. Due to the limited available space at emergency public shelters, state and county agencies are recommending the retrofitting of residential homes and buildings to enable persons to shelter in place or with family members or friends who live outside of the flood or tsunami evacuation zones and have houses built after 1995. Additionally, state and county agencies are recommending that residents who live in high rise structures verify whether sheltering in place is feasible by using enclosed hallways or emergency stairwells.
The purpose of this Act is to appropriate funds to the Hawaii emergency management agency for a hurricane shelter retrofit program for the retrofitting of emergency public shelters and residential homes and buildings to withstand the impact of a hurricane.
SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $25,000,000 or so much thereof as may be necessary for fiscal year 2018-2019 to the Hawaii emergency management agency for a hurricane shelter retrofit program for the retrofitting of emergency public shelters and residential homes and buildings.
The sum appropriated shall be expended by the department of defense for the purposes of this Act.
SECTION 3. This Act shall take effect on July 1, 2018.
