A BILL FOR AN ACT

 

 

relating to hilo high school.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that Hilo high school, the first public high school on the island of Hawaii, is significant not only for its association with the development of education in Hawaii county, but also as one of the best examples of the architectural work of Frank F. Arakawa, an alumnus of Hilo high school.

     Built in the 1920s and included in the national register of historic places, Hilo high school's auditorium building (building B) has fallen victim to disrepair from water and termite damage.  The seating in the building is over eighty years old and has been subjected to graffiti and damage by termites.  Many of the bolts securing the seats to the floor are worn and loose, creating a safety hazard.  Many of the light fixture shades are missing.  Within the auditorium itself, the backstage and theater appurtenances are in desperate need of updating in order to be used for any type of stage production.  Even the restrooms in the building are in need of updating, as they are not tiled.

     The legislature further finds that a complete renovation and restoration is necessary to address the vast number of repairs and replacements that need to be made to this historic building.

     The purpose of this Act is to appropriate funds for the planning and design for the renovation and restoration of the Hilo high school auditorium building.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $500,000 or so much thereof as may be necessary for fiscal year 2014-2015 for the renovation and restoration of the Hilo high school auditorium building as follows:

          Plans                         $100,000

          Design                        $400,000

     The sum appropriated shall be expended by the department of education for the purposes of this Act.

     SECTION 3.  This Act shall take effect on July 1, 2014.
