A BILL FOR AN ACT

 

 

RELATING TO THE FESTIVAL OF PACIFIC ARTS.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that the festival of pacific arts and culture has been held approximately every four years since its founding in 1972, bringing together a delegation of at least two thousand five hundred artists, performers, and cultural practitioners from different nations in Oceania to preserve and perpetuate the arts and cultures of their indigenous peoples.  Visitors from around the world attend the festival of pacific arts and culture to appreciate what the artists, performers, cultural practitioners from twenty-seven Pacific island nations, and the host country have to offer, thereby creating a global market for art, ideas, and products.

     In 2016, Hawaii won its bid to host the thirteenth festival of pacific arts and culture.  To support Hawaii's winning bid, the legislature enacted Act 104, Session Laws of Hawaii 2017, which established a temporary commission to host the thirteenth festival of pacific arts and culture.  The legislature additionally enacted Act 142, Session Laws of Hawaii 2018, which appropriated funds to the department of business, economic development, and tourism for the commission to plan the festival of pacific arts and culture to be held in Honolulu from June 11 to June 27, 2020.  However, the onset of the coronavirus disease 2019 (COVID-19) pandemic cancelled the original festival scheduled for 2020.  With the world emerging from the COVID-19 pandemic, Hawaii is scheduled to host the thirteenth festival of the pacific arts and culture to be held in Honolulu from June 6 to June 16, 2024.

     Therefore, the purpose of this Act is to appropriate funds, with certain conditions, to the department of business, economic development, and tourism for the commission on the thirteenth festival of pacific arts and culture to plan for the festival of pacific arts and culture.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $           or so much thereof as may be necessary for fiscal year 2023-2024 and the same sum or so much thereof as may be necessary for fiscal year 2024-2025 for the commission to plan for the festival of pacific arts and culture to be held in Honolulu from June 6 to June 16, 2024; provided that the department of business, economic development, and tourism shall submit to the legislature:

     (1)  Prior to the release of the moneys appropriated by this Act, a report detailing how any state moneys that were previously appropriated for the festival were expended; and

     (2)  No later than twenty days prior to each regular session until the moneys appropriated by this Act are fully expended or lapse, a report on the commission on the thirteenth festival of pacific arts and culture"s expenses for the preceding year.

     The sums appropriated shall be expended by the department of business, economic development, and tourism for the purposes of this Act.

     SECTION 3.  This Act shall take effect on July 1, 2050.

Description:

Appropriates funds to the Department of Business, Economic Development, and Tourism for the Commission on the 13th Festival of Pacific Arts and Culture to plan for the Festival of Pacific Arts and Culture to be held in Honolulu from 6/06 to 6/16/2024.  Requires the Department of Business, Economic Development, and Tourism to submit, prior to the release of the funds appropriated by this Act, a report detailing how previous state funds that were appropriated for the festival were expended and, no later than 20 days prior to each Regular Session until the funds appropriated by this Act are fully expended or lapse, a report on the Commission's expenses for the preceding year.  Effective 7/1/2050.  (SD2)
