A BILL FOR AN ACT
AUTHORIZING THE ISSUANCE OF GENERAL OBLIGATION BONDS AND MAKING AN APPROPRIATION FOR THE VOCATIONAL REHABILITATION AND SERVICES FOR THE BLIND DIVISION.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The division of vocational rehabilitation and services for the blind of the department of human services administers the Ho‘opono program to provide services for the blind and the visually-impaired. The goal of Ho‘opono is to enable students of the program to:
(1) Attain maximum vocational and functional independence with Ho‘opono's team of skilled professionals providing varied services to meet the student's individual needs;
(2) Take classes and learn new skills without the use of residual vision and to become proficient in the use of the long cane;
(3) Develop a positive attitude about themselves; and
(4) Develop confidence and blindness skills to enable them to obtain employment and make their dreams a reality.
The purpose of this Act is to provide funding to enable the vocational rehabilitation and services for the blind division of the department of human services, to upgrade equipment and facilities for the Ho‘opono program.
SECTION 2. The following sum, or so much thereof as shall be sufficient to finance the projects listed in this Act, is hereby appropriated out of the general revenues of the State of Hawaii for fiscal year 2011-2012: $ for the vocational rehabilitation and services for the blind division of the department of human services to upgrade equipment and facilities for the Ho‘opono program, as follows:
(1) Equipment purchase $
(2) Facilities upgrade $

SECTION 3. The director of finance is authorized to issue general obligation bonds in the sum of $ or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2011-2012 for the vocational rehabilitation and services for the blind division of the department of human services to upgrade equipment and facilities for the Ho‘opono program as provided in section 2 of this Act.
SECTION 4. The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2014, shall lapse as of that date.
SECTION 5. The sum appropriated for the respective capital improvement projects set forth in section 2 shall be expended by the department of accounting and general services for the purposes of this Act.
SECTION 6. This Act shall take effect on July 1, 2011.
