WHEREAS, scientific discoveries and advances have led to revolutionary changes in health, nutrition, and communication and have helped humanity increase life expectancy, treat and prevent disease, and improve living conditions; and

WHEREAS, a celebration of the social sciences has helped promote a common bond throughout the world, leading to a greater acceptance of cultural diversity and the promotion of human rights, including social, political, economic, cultural, and civil rights, the rights of women and gender equality, the right to development, and the right to a safe environment; and

WHEREAS, in 1999, the United Nations Educational, Scientific and Cultural Organization and the International Council for Science, in cooperation with other partners, convened in Budapest, Hungary, for a World Conference on Science; and

WHEREAS, the World Conference on Science provided a rare opportunity for extensive discussion regarding science in the twenty-first century and concluded with the adoption of two documents, the "Declaration on Science and the Use of Scientific Knowledge", which underscores the political commitment to the scientific endeavor and the solution of problems at the interface between science and society, and the "Science Agenda – Framework for Action", an innovative and pragmatic framework for fostering partnerships in science and the use of science for development and the environment; and

WHEREAS, Hawaii is often referred to as the "endangered species capital of the world" and science has helped bring many of the State's endangered and threatened species back from the edge of extinction; and
