SENATE CONCURRENT

RESOLUTION

 

 

requesting the convening of a joint public and private sector task force to assess and identify which core services should be provided by the government, the appropriate level of government to provide those services, and which services may be better provided by the private sector or through public-private partnerships.

 

 


     WHEREAS, the Legislature adopted House Concurrent Resolution No. 76, H.D. 1, S.D. 1 in 2009, establishing a Task Force on Reinventing Government to examine the existing operations and organization of Hawaii's state government and recommend ways to make Hawaii's government more efficient; and

 

     WHEREAS, the Task Force on Reinventing Government was formed in October 2009 and gathered together a varied group of government leaders, state agency and department heads, community leaders, nonprofit organization leaders, and business executives from around the State; and

 

     WHEREAS, the Task Force formed subcommittees to examine six primary departments and issue areas and tasked each subcommittee with formulating up to five recommendations relating to each issue area; and

 

     WHEREAS, on January 4, 2010, the Task Force as a whole adopted recommendations of the subcommittees as the recommendations of the Task Force; and

 

     WHEREAS, one of the recommendations of the Task Force on Reinventing Government is to identify government functions that are appropriate to be performed at the state level (and identifying which state agency) or county level, to identify functions that would be appropriately performed through public-private partnerships, and to realign government accordingly; and

 

     WHEREAS, the Legislature finds that there are duplicative state and county functions that result in government waste and inefficiency and several core services of government that may be better provided by the private sector or through public-private partnerships; and

 

     WHEREAS, the Legislature agrees with the finding of the Task Force on Reinventing Government that government functions should be realigned if functions are shifted in a way that increases government efficiency; now, therefore,

 

     BE IT RESOLVED by the Senate of the Twenty-fifth Legislature of the State of Hawaii, Regular Session of 2010, the House of Representatives concurring, that the Senate President and the Speaker of the House of Representatives are requested to convene a joint public and private sector task force to assess and identify:

 

     (1)  Which services that are currently provided by the government are core services that should continue to be provided by the government;

 

     (2)  Which level of government, state or county, should provide each of those core services; and

 

     (3)  Which core services could be better or more efficiently provided by the private sector or through public-private partnerships; and

 

     BE IT FURTHER RESOLVED that the Senate President and the Speaker of the House of Representatives appoint members of the task force to include but not be limited to representatives of:

 

     (1)  The executive, legislative, and judiciary branches of state government;

 

     (2)  Hawaii, Kauai, and Maui county governments and the city and county of Honolulu government; and

 

     (3)  The private and nonprofit sector,

 

who have significant experience or success working for their respective government agencies, in partnership with government agencies, or in a private capacity for the provision of services traditionally considered to be core government services; and

 

     BE IT FURTHER RESOLVED that the members of the task force select a chairperson from among themselves, and the chairperson is requested to convene task force meetings; and

 

     BE IT FURTHER RESOLVED that in determining which sector, public or private, would be better suited to provide certain core governmental services, the task force is requested to use performance-based metrics and measurements in assessing benefits to the public and the achievement of service goals; and

 

     BE IT FURTHER RESOLVED that the task force report its findings and recommendations, including any proposed legislation, to the Legislature no later than twenty days prior to the convening of the Regular Session of 2011; and

 

     BE IT FURTHER RESOLVED that the Legislative Reference Bureau is requested to assist the task force in drafting the task force's recommendations and proposed legislation; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Governor, Senate President, Speaker of the House of Representatives, Administrative Director of the Courts, and mayors of the counties of Kauai, Maui, Hawaii, and the City and County of Honolulu.
