SENATE CONCURRENT

RESOLUTION

 

 

REQUESTING PŪLAMA LĀNAI TO DEVELOP, IN CONJUNCTION WITH THE DEPARTMENT OF LAND AND NATURAL RESOURCES, DEPARTMENT OF BUSINESS, ECONOMIC DEVELOPMENT, AND TOURISM, AND HIGH TECHNOLOGY DEVELOPMENT CORPORATION, A partnership MANAGEMENT PLAN FOR LANAI, and requesting Pūlama Lānai to submit a preliminary progress report to the legislature prior to the 2015 regular session and a final report prior to the 2016 regular session.

 

 


     WHEREAS, in July 2013, Lānai Resorts began doing business as Pūlama Lānai; and

 

     WHEREAS, in Hawaiian, pūlama is "to cherish", or "to treasure", which expresses the deep sense of stewardship for the island and the spirit that will guide endeavors that reach far beyond the resorts; and

 

     WHEREAS, inspired by a deep respect for the people, history, beauty, and natural resources of Lānai, Pūlama Lānai's vision is to develop the island into a thriving model of sustainability; and

 

     WHEREAS, Pūlama Lānai believes in the capacity of the community to collectively shape a future that will flourish in a rich diversity of minds, hearts, cultures, ideas, and expertise; and

 

     WHEREAS, Pūlama Lānai is committed to environmental, cultural, and economic prosperity across a balanced platform of conservation, preservation, education, energy, hospitality, social services, health care, business development, and community life; and

 

     WHEREAS, in 2012, Larry Ellison purchased ninety-eight percent of Lānai from Castle & Cooke, Inc., with the vision to establish Lānai as an island powered by solar energy, where electric cars would replace gasoline-powered cars, and seawater would be transformed into fresh water and used to sustain a new organic farming industry that would feed the island and supply produce for export; and

 

     WHEREAS, the State of Hawaii has a vested interest in the proper development of Lānai to fulfill the vision of Pūlama Lānai and Larry Ellison; and

 

     WHEREAS, formulating a partnership master plan is the most efficient and expedient manner of providing for the development of Lānai; and

 

     WHEREAS, the partnership master plan must be the result of a joint effort among Pūlama Lānai, the Department of Land and Natural Resources, Department of Business, Economic Development, and Tourism, and High Technology Development Corporation; now, therefore,

 

     BE IT RESOLVED by the Senate of the Twenty-seventh Legislature of the State of Hawaii, Regular Session of 2014, the House of Representatives concurring, that Pūlama Lānai is requested to develop, in conjunction with the Department of Land and Natural Resources, Department of Business, Economic Development, and Tourism, and High Technology Development Corporation, a partnership management plan for Lānai; and

 

     BE IT FURTHER RESOLVED that Pūlama Lānai is requested to submit a preliminary report to the Legislature on the progress of developing a partnership management plan, in conjunction with the Department of Land and Natural Resources, Department of Business, Economic Development, and Tourism, and High Technology Development Corporation, no later than twenty days prior to the convening of the Regular Session of 2015, and a final report no later than twenty days prior to the convening of the Regular Session of 2016; and

 


     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to Chief Operating Officer of Pūlama Lānai, Chairperson of the Board of Land and Natural Resources, Director of Business, Economic Development, and Tourism, and Chair of the Board of Directors of High Technology Development Corporation.
