SENATE CONCURRENT

RESOLUTION

 

 

URGING THE DEPARTMENT OF EDUCATION TO ESTABLISH LONG-RANGE MASTER PLANS FOR EACH SCHOOL that DETERMINE A CONSISTENT APPROACH TO ADDRESSING LONG-STANDING FACILITIES MAINTENANCE, MANAGEMENT, AND CAPITAL IMPROVEMENT ISSUES.

 

 

     WHEREAS, Hawaii's future is dependent upon our youth, and the investments we make in our young people today will determine the course of our State in the years to come; and

 

     WHEREAS, one of the greatest investments we can make is to provide our youth with the best possible opportunities in education; and

 

     WHEREAS, a proper learning environment, one that is safe, secure, well-maintained, and clean, has proven to be a key contributor to a child's capacity to learn; and

 

     WHEREAS, in 2001, the Hawaii Opinion Poll on public education found that run-down, poorly kept, or inadequate facilities ranked third in the ten biggest problems facing Hawaii's public schools; and

 

     WHEREAS, the Legislature and the Department of Education agree that long-range planning for maintenance and capital improvements at schools is a good idea; and

 

     WHEREAS, the Department of Education has recently begun a pilot study to develop a consistent and broad approach to master planning that considers not only facilities and school operations, but also how to ensure that these plans are implemented and adjusted over time; now, therefore,

 

     BE IT RESOLVED by the Senate of the Twenty-fifth Legislature of the State of Hawaii, Regular Session of 2010, the House of Representatives concurring, that the Department of Education is urged to continue to develop Long-Range Master Plans and develop a program for the performance of regular maintenance and major repairs at the schools; and

 

     BE IT FURTHER RESOLVED that the Department of Education is requested to engage the appropriate design professionals to assist in this undertaking and, in developing these Master Plans, consider the following:

 

     (1)  A twenty-five year long range maintenance and capital improvement management plan for all schools;

 

     (2)  Life cycle costing;

 

     (3)  Economies of scale;

 

     (4)  Job order inventory and contracting, or other appropriate procurement methods;

 

     (5)  Best value;

 

     (6)  The ability to coordinate with the Department of Education's ongoing maintenance programs; and

 

     (7)  Uniformity of investigation and reporting of investigation results; and

 

     BE IT FURTHER RESOLVED that the Department of Education is requested to submit a status report to the Legislature on the Long-Range Master Plans for maintenance and major repairs no later than twenty days prior to the convening of the Regular Session of 2011; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Governor, the Chairperson of the Board of Education, and the Superintendent of Education.
