SENATE CONCURRENT

RESOLUTION

 

REQUESTING THE OFFICE OF PLANNING AND SUSTAINABLE DEVELOPMENT TO IDENTIFY LANDS IN WEST AND SOUTH MAUI that are APPROPRIATE FOR THE CONSTRUCTION OF KAUHALE HOUSING FOR HOMELESS INDIVIDUALS.

 

 

 


     WHEREAS, homelessness is a critical issue in the State of Hawaii; and

 

WHEREAS, according to the Bridging the Gap CoC Homeless Point-in-Time Count, January 23, 2022, report, there were seven hundred forty-one homeless individuals in the County of Maui on January 23, 2022, with three hundred five of those individuals in homeless shelters and four hundred thirty-six of those individuals not in a shelter; and

 

     WHEREAS, providing kauhale housing, which incorporates traditional Hawaiian values of community and sustainability, has been identified as a promising approach to addressing homelessness; and

 

     WHEREAS, west and south Maui have been identified as areas with a high concentration of homeless individuals, and there is a need for more affordable housing in these areas; now, therefore,

 

     BE IT RESOLVED by the Senate of the Thirty-second Legislature of the State of Hawaii, Regular Session of 2023, the House of Representatives concurring, that the Office of Planning and Sustainable Development is requested to identify lands in west and south Maui that are appropriate for the construction of kauhale housing for homeless individuals; and

 

     BE IT FURTHER RESOLVED that the Office of Planning and Sustainable Development is requested to consult with the County of Maui Department of Housing and Human Concerns, community organizations, and other stakeholders in identifying suitable lands for the construction of kauhale housing; and

 

     BE IT FURTHER RESOLVED that the Office of Planning and Sustainable Development is requested to submit a report of its findings and recommendations to the Legislature no later than twenty days prior to the convening of the Regular Session of 2024; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Director of the Office of Planning and Sustainable Development and Mayor of the County of Maui.
