SENATE CONCURRENT

RESOLUTION

 

 

REQUESTING THE DEPARTMENT OF EDUCATION TO CONVENE AN ADVISORY COMMITTEE TO MAKE RECOMMENDATIONS TO DEVELOP AND IMPLEMENT A PLAN TO TEACH DIGITAL CITIZENSHIP AND MEDIA LITERACY IN GRADES K-12 IN PUBLIC SCHOOLS, INCLUDING CHARTER SCHOOLS AND HAWAIIAN LANGUAGE IMMERSION SCHOOLS.

 

 


     WHEREAS, the modern digital world influences media content of news on current events, thereby shaping the public's perception of reality; and

 

     WHEREAS, media literacy is necessary skill that allows all citizens to access, analyze, and evaluate information; create messages; and act using a variety of forms of communication; and

 

     WHEREAS, students from kindergarten through grade twelve should be educated in media literacy to obtain the skills and experiences needed to become full participants in the digital world, including instruction in understanding how media shapes perceptions; and

 

     WHEREAS, students use technology to play, learn, and communicate at school and home, and need to learn how to use technology responsibly; and

 

     WHEREAS, instruction in media literacy should be incorporated into every classroom and every curriculum content area to prepare students to live and work in a digital world; now, therefore,

 

     BE IT RESOLVED by the Senate of the Thirtieth Legislature of the State of Hawaii, Regular Session of 2020, the House of Representatives concurring, that the Department of Education is requested to convene an advisory committee to make recommendations to develop and implement a plan to teach digital citizenship and media literacy in grades K-12 in public schools, including charter schools and Hawaiian language immersion schools; and

 

     BE IT FURTHER RESOLVED that the members of the advisory committee include:

 

     (1)  Experts in media literacy, digital citizenship, and internet safety, including but not limited to academic experts and non-profit organizations; and

 

     (2)  Other stakeholders, such as teachers, librarians, parent organizations, students, educators, and administrators; and

 

     BE IT FURTHER RESOLVED that, by December 31, 2020, the advisory committee is requested to make recommendations to the Department of Education on the following:

 

     (1)  Best practices, resources, and models for grade-appropriate instruction in media literacy, digital citizenship, and internet safety;

 

     (2)  Strategies that will support the Department of Education with the implementation of the best practices identified by the advisory committee, including strategies for delivering professional development to educators and administrators; and

 

     (3)  Any other matters deemed relevant by the advisory committee; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Governor, Chair of the Board of Education, and Superintendent of Education.
