SENATE CONCURRENT

RESOLUTION

 

 

expressing support for local accountability of drug formularies and drug prior authorization policies.

 

 


     WHEREAS, some Hawaii insurance plans are now outsourcing determination of drug formularies and drug prior authorization policies to out-of-state pharmacy benefit managers; and

 

     WHEREAS, many of these policies are unreasonable and administratively burdensome for doctors, pharmacies, and patients; and

 

     WHEREAS, out-of-state pharmacy benefit managers typically have no accountability to Hawaii physicians, pharmacists, and patients for the adverse effects of their policies; and

 

     WHEREAS, the severe administrative burdens of unreasonable pharmacy policies are driving Hawaii physicians to limit acceptance of health insurance plans with such policies, which often affects patient access to appropriate care; now, therefore,

 

     BE IT RESOLVED by the Senate of the Twenty-fifth Legislature of the State of Hawaii, Regular Session of 2010, the House of Representatives concurring, that the Legislature supports the maintenance of locally-based pharmacy and therapeutics committees with at least seventy per cent of membership comprised of Hawaii-licensed physicians and pharmacists who are actively engaged in the practice of medicine or pharmacy within the State and which are empowered to make decisions on drug formulary and drug prior authorization policies of all health insurance plans doing business in Hawaii, including those under contract with Hawaii Med-QUEST; and

 


     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Insurance Commissioner and the Director of Commerce and Consumer Affairs.
