SENATE CONCURRENT

RESOLUTION

 

 

requesting the DEPARTMENT of hawaiian home lands to provide housing for native hawaiians.

 

 


     WHEREAS, homelessness and availability of housing in Hawaii, especially for Native Hawaiians, is a long-standing concern; and

 

     WHEREAS, the Housing and Urban Development (HUD) report, titled "Housing Needs of Native Hawaiians:  A Report From the Assessment of American Indian, Alaska Native, and Native Hawaiian Housing Needs", notes that Native Hawaiians are disproportionately represented in the State's homeless population; and

 

     WHEREAS, HUD's 2015 Homeless Populations and Subpopulations report shows thirty-nine percent of homeless in Hawaii identify as Native Hawaiian or other Pacific Islander; and

 

     WHEREAS, according to the Department of Hawaiian Home Lands, there are approximately 40,000 Native Hawaiian applicants on the homestead waitlist; and

 

     WHEREAS, the Hawaiian Home Lands Trust has focused primarily on single-family homes over its lifetime; and

 

     WHEREAS, since the Department of Hawaii Home Lands is tasked with protecting and improving the lives of Native Hawaiians, it can and should do more to assist homeless Native Hawaiians and increase the production and availability of housing for those on the waitlist; now, therefore,

 

     BE IT RESOLVED by the Senate of the Twenty-ninth Legislature of the State of Hawaii, Regular Session of 2018, the House of Representatives concurring, that the Department of Hawaiian Home Lands is requested to take the following actions:

 

     (1)  Identify beneficiaries who are homeless and utilize this information to assist in its objective to deliver diverse residential homesteading opportunities for beneficiaries; and

 

     (2)  Develop multi-family, high-density development in transit-oriented development zones; and

 

     BE IT FURTHER RESOLVED that a certified copy of this Concurrent Resolution be transmitted to the Chairperson of the Hawaiian Homes Commission.
