SENATE CONCURRENT
RESOLUTION
URGING THE COUNTIES TO TEMPORARILY WAIVE PROPERTY TAXES FOR LAND-INTENSIVE RENEWABLE ENERGY PROJECTS WITH DELAYED INCOME POTENTIAL.
WHEREAS, the Legislature finds that it can take several years for revenue to be available from land-intensive renewable energy projects;
WHEREAS, as an example, the harvest of oilseeds from trees takes up to five years from the start of the project until commercial yields are achieved;
WHEREAS, during this period a financial incentive can improve the commercial viability of such a renewable operation and therefore the likelihood of such renewable energy projects being established and succeeding;
WHEREAS, the establishment of land-intensive renewable energy projects with delayed income potential, and the growth and harvest of energy crops such as wood, sugar cane, and various grasses, can be encouraged by the waiver of property taxes;
WHEREAS, portions of taxable real property that are dedicated to energy crops and land-intensive renewable energy projects should be waived in determining and assessing the value of the real property;
WHEREAS, the waiver of property taxes for land-intensive renewable energy projects and energy crops is only meant to assist renewable energy producers in establishing their operations and increasing the likelihood of success;
WHEREAS, the property tax waivers should not continue when a renewable energy producer is able to derive revenues from the sale of energy crops or the production of renewable energy;
WHEREAS, a temporary waiver of property taxes for renewable energy projects with delayed income potential can further ensure the viability of eco-friendly businesses and encourage additional renewable energy projects;
WHEREAS, such a temporary waiver can only be achieved with the assistance of the county governments that have the authority to levy property taxes on such lands; now therefore,
BE IT RESOLVED by the Senate of the Twenty-fifth Legislature of the State of Hawaii, Regular Session of 2010, the House of Representatives concurring, that the Legislature urges the counties to temporarily waive property taxes for land-intensive renewable energy projects with delayed income potential; and
BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Mayors of the City and County of Honolulu, the County of Maui, the County of Hawaii, and the County of Kauai, and the Department of Business, Economic Development, and Tourism.
