SENATE CONCURRENT

RESOLUTION

 

 

REQUESTING THE HONOLULU POLICE DEPARTMENT TO UTilize GEOGRAPHIC INFORMATION SYSTEM MAPPING TO establish a comprehensive and detailed map of complaints and incidents on OAHU RELATED TO ILLEGAL FIREWORKS USE.

 

 

 


     WHEREAS, illegal fireworks use, particularly illegal aerial or display fireworks, bombs, or other explosive devices that sound like fireworks, continue to be an ongoing problem in the State; and

 

     WHEREAS, nowhere is this problem more evident than on Oahu, where in some communities the discharge of these illegal fireworks plague residents and communities nearly year-round; and

 

     WHEREAS, according to the Honolulu Police Department, it received about eight hundred fireworks-related calls from New Year's Eve 2021 to New Year's Day 2022; and

 

WHEREAS, though the Honolulu Police Department increased its enforcement efforts, only one fireworks-related arrest was made and thirty-two citations were issued on New Year's; and

 

WHEREAS, greater enforcement and detection of illegal fireworks are essential in combating the illegal fireworks problem, which is oftentimes hampered by inadequate resources; and

 

     WHEREAS, technological advances, such as geographic information system mapping, which analyzes and displays geographically referenced information, have assisted police departments in their work, such as by mapping crime, identifying crime hot spots, and showing specific crime patterns and relationships; and

 

     WHEREAS, geographic information system mapping has changed the law enforcement landscape and has assisted in the prevention, management, and investigation of crime; and

 

     WHEREAS, using geographic information system mapping to map illegal fireworks use would aid the Honolulu Police Department in its enforcement of the State's Fireworks Control Law and serve as a deterrent to illegal fireworks use; now, therefore,

 

     BE IT RESOLVED by the Senate of the Thirty-first Legislature of the State of Hawaii, Regular Session of 2022, the House of Representatives concurring, that the Honolulu Police Department is requested to utilize geographic information system mapping to establish a comprehensive and detailed map of complaints and incidents on Oahu related to illegal fireworks use; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Mayor of the City and County of Honolulu and Interim Chief of Police of the Honolulu Police Department.
